This model connects a reviewed, public repository observation to the Great Library without turning repository existence into identity, visibility into reuse rights, or discovery into automatic registration.

Outcome rule: reconciliation may end in link_existing, no_change, or deferred. A useful review often changes no registry identity at all.

The reconciliation boundary

1 · ObserveRecord a public locator and exact revision without inferring ownership, value, or rights.
2 · Resolve identityCompare the observation with stable Works, Releases, preservation records, and known source lineage.
3 · Review authorityA named owner or steward reviews rights, freshness, unique outcome, consumer, and release evidence.
4 · DisposeLink an existing identity, record no change, or defer behind one explicit evidence gate.

Foundry may discover candidate source. SISO Knowledge may preserve a corpus and its provenance. Evidence Engines may adjudicate claims. Repository owners control source. The Great Library records only approved public-safe identity and lineage. None absorbs the others.

Why this is not a Source Inventory

A Source Inventory preserves mixed or unclassified material before promotion or reallocation. This cohort has already reached owner-reviewed dispositions: two links to existing Works, one historical no-change result, and one explicit deferral. Creating an inventory would duplicate known identities and would misrepresent a rights-review stop as a promotion campaign.

The existing capability-promotion lifecycle still governs genuine candidate intake. Nothing here creates or advances a promotion stage.

What returns to GQ-009

The exercise supports a narrow infrastructure belief: a public candidate can be made visible and actionable through stable IDs, exact revisions, explicit rights state, and an owner decision without copying the private estate map into the Library. The GQ-009 successor records this as a no_change, not_adjudicated Learning Return. GQ-009 remains researching; metadata and a clean reconciliation do not constitute an Answer Release.

Not proven: whole-estate identity completeness, mutation-free deferred scopes, source reuse rights from visibility or administrative access, automatic registration, a reusable Oracle Streaming release, or a generally operational action compiler.

Next dependency gate

Measure whether a cold reader can reproduce these four dispositions from the public surface without private context. Reopen identity or promotion only when a repository owner supplies new public rights, boundary, consumer, steward, verification, and release evidence. The deferred Oracle observation remains outside the Library registry until that gate is met.
